Penny Waugh
Human Resources Manager 

  • Penny Waugh has over 30 years of experience in workforce planning, training administration, process design, development and implementation, and policy administration in the government-contracting arena. She currently serves as the Human Resources Manager for Kiernan Group Holdings, Inc. (KGH) overseeing compliance, recruitment, corporate capabilities, benefits administration, performance management, employee wellness, and employee relations.
  • Prior to joining KGH, Penny consulted for local area companies. She partnered with clients to streamline project management roles and responsibilities, evaluate project management training, and provide recommendations for curriculum improvement. She developed organization-wide audit-compliant program management policies and processes for managing projects and programs.
  • Ms. Waugh previously worked for Northrop Grumman as an Organizational Effectiveness Advisor where she participated in and led company-wide efforts focused on the creation of new programs to support process improvement activities.  She facilitated focus groups and developed recommendations and solutions in performance planning, succession planning, web-based training, career development and distance learning. She created policy, processes and procedures for a formal training and development program, and developed and procured required training and development activities including instructor-led, computer-based and informal self-study training. Penny implemented a sector-wide peer review program, provided training to participants and moderators, and maintained all process assets. While with Northrop, Penny completed SCAMPI℠ Lead Appraiser Training and ISO Certified Lead Auditor Training.
  • Penny co-founded Mother Earth Meals, a web site dedicated to cancer fighting foods. The web site offered over 300 recipes, nutritional advice, the latest information in cancer research and kitchen and cooking tips.
  • Penny received her Bachelor of Science in Psychology from Virginia Tech.
