Hogan Samels brings a range of relevant expertise to Kiernan Group Holdings. He served for 19 years as a member of the Metropolitan Police Department in Washington, DC, including 14 years with the Special Operations Division. As a nationally registered Emergency Medical Technician, his passion is providing pre-hospital medical care in the hot-zone of critical incidents.

As a member of the Metropolitan Police Department, Samels has been awarded the Medal of Valor, the Lifesaving Medal and has twice been awarded the department’s Achievement Medal.

As a tactical officer and EMT on the DC Police SWAT team, Samels helped develop the department's medical provider capabilities through the implementation of the Tactical Emergency Casualty Care program.

As an instructor at the MPD Tactical Training Center, Samels wrote the department's active shooter training curriculum and lesson plan after the Washington Navy Yard shootings in 2013. By adopting and expanding on sanctioned techniques of the National Tactical Officer’s Association, Samels developed and implemented active shooter response training for patrol officers that represents law enforcement’s best practices. Since its implementation, this training has been reevaluated and reviewed, and remains at the cutting edge of professional standards. As an instructor for a partnering agency in the Joint Agency Active Shooter Training Program, Samels has conducted active shooter response training for DC police officers and law enforcement personnel from The United States Secret Service, The United States Park Police, The United States Capitol Police, and the Metro Transit Police among others.

Samels holds a Bachelor of Science degree in Criminology/Criminal Justice and a Master of Science in Criminal Justice Management. He coaches youth baseball in his spare time.
