Craig Swartz
Senior Instructor

  • Craig Schwartz is a Senior Instructor with Kiernan Group Holdings. He started his law enforcement career as a Police Officer for the Santa Rosa Police Department in 1992 and has held numerous assignments and ranks over nearly 27 years of service, retiring as a Captain in December 2018 
  • Throughout his career, Craig’s responsibilities included supervising patrol teams, the SWAT Team, and the Gang Crimes Team. He has managed the police response to many major incidents and also led several innovative projects including the initiation and management of the Department’s social media program, implementation of a body-worn camera program, and creating the Department’s Unmanned Aircraft Program. Most recently, Craig was the acting Chief of Police and the Operations Section Chief in the City’s Emergency Operations Center when wildfires destroyed 3,000 homes in the City of Santa Rosa in October 2017. He and his team used the department’s social media pages to rapidly communicate critical and at times lifesaving information while evacuating tens of thousands of people.
  • He graduated from the United States Naval Academy in 1990, earning a Bachelor of Science degree and a commission as an officer in the U.S. Navy. He is a graduate of the Sherman Block Supervisory Leadership Institute, the FBI National Academy, and California POST Command College. In 2017 Craig earned a Master’s Degree in Homeland Defense and Security at the Naval Postgraduate School. He is also a private pilot and a remote pilot.
  • Craig retired from the Santa Rosa Police Department in 2018 but continues to serve as an instructor for the University of San Diego’s Law Enforcement Leadership Master’s Program and is an instructor for the Santa Rosa Junior College Basic Police Academy. He is also a member of the First Responder Resource Group for the Department of Homeland Security and the Aviation Committee for the International Association of Chiefs of Police.
