  • Sharon L. Burch-Martin is a retired Department of Defense (DOD) Civilian of 36 years with a career in business reengineering, process improvements, system development, deployment and implementation of Enterprise Information Technology (IT) solutions for Anti-Terrorism (AT), Force Protection (FP), Counter Terrorism (CT) and Security programs/operations.
  • For most of her career, Ms. Burch-Martin has served as the AT/FP/CT Physical Security, Technology Officer for the Department of the Navy (DON), responsible for deploying a combination of strategic and tactical Enterprise IT efforts to ensure that the Navy’s Public Safety/Security Operations Organization was able to achieve its mission through the use of IT Security, Access Control, Credentialing and Criminal Background Investigation solutions/systems.
  • Ms. Burch-Martin deployed and implementation the "First ever" Physical Access Control System (PACS) to 285 DOD/DON Installations consisting of 1200 handheld credential scanners and the issuance of over 500,000 Navy Commercial Access Control System (NCACS) Contract/Vendor Entry Control credentials for approved access through 892 Entry Control Points (ECPS). 
  • She also established the DOD/DON’s partnership with the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) obtaining authorization for the NAVY to conduct FBI National Criminal Information Center (NCIC), National Law Enforcement Telecommunications system (NLETS/III (Triple "I") criminal background checks at all DOD/DON Visitor Control, Dispatch Centers, and police stations at all Navy Installations for access control vetting and fitness determination for Navy installation access. 
  • Ms. Burch-Martin implemented the Navy Enterprise IT solution for access to Department of Justice Criminal Justice Information System (DOJ/JUST/OPENFOX), NCIC/NLETS/III. This efforts results in the Navy performing over 2 million " DOJ/FBI NCIC/NLETS/III Background Checks monthly on visitors and Contractors requesting access to Navy Installations.
