Sally Maxwell
Deputy Chief of Analyst

  • Sally Maxwell has 25 years of experience as a leader in the public and private sectors. As Deputy Chief of Analysis, she supports the development of analysts and the analytic program at KGH, which encompasses multiple projects for a variety of clients. Responsibilities include training and mentoring a team of analysts with wide-ranging levels of experience; providing input into the strategic vision of the program; managing the content, style, and consistency of product lines; and leading the conceptualization, drafting, coordination, editing, production, and dissemination of written products.
  • Before coming to KGH, Mrs. Maxwell led a team of business    analysts contracted by SRA International to the U.S. Refugee Admissions Program, part of the U.S. Department of State's Bureau of Population, Refugees, and Migration. Previously, she performed and led all-source analysis for the Legislative and Executive branches of the U.S. Government.
  • In the Executive branch, Mrs. Maxwell specialized in analysis of political leaders in South Asia, the Middle East, and Sub-Saharan Africa; internal dynamics of insurgent groups in South Asia and the Middle East; the Middle East Peace Process; and Counterterrorism and Counterinsurgency efforts in the Sinai Peninsula. At the Congressional Budget Office, she provided trend analysis of steady-state U.S. Defense Department budget projections, analyzed Defense budget data of NATO countries to assess burdensharing, and reviewed legislation regarding national defense.
  • Before joining the U.S. Government service, Mrs. Maxwell spent nearly 2 years working for the Republican National Committee and the Republican Governors Association and 7 years in the private sector. Mrs. Maxwell earned an M.A. from Georgetown University’s Security Studies Program, an M.B.A. from Rockhurst University, and a B.A. from Central College in Pella, Iowa. She lives in Vienna, Virginia with her husband and two children.
