  • Mr. Pecha served in numerous Senior Executive Service leadership positions in the Defense Intelligence Agency (DIA).
  • During his thirty-five years of public service, Mr. Pecha held a variety of positions to include the DIA Director for CI, Chief of DIA’s CI and Security Office, Deputy Director for Human Capital, Chief of DIA’s Office for Human Resources and Director of the Joint Intelligence Task Force – Combating Terrorism.  He also represented DIA on the Downing Assessment Task Force tasked to review the terrorist attack on Khobar Towers, Dhahran, Saudi Arabia.
  • Mr. Pecha retired from the US Air Force Reserves after a career that included 11 years active duty and 9 years reserve duty primarily with the Air Force Office of Special Investigations where he served as a Special Investigator, Detachment Commander, and Counterintelligence (CI) Officer.
  • Mr. Pecha also served as a police officer for five years with the Northern York County Regional Police Department, York County, PA.
  • Mr. Pecha holds a Master of International Relations degree from the University of Maryland, a Master of Public Relations degree from Golden Gate University, and a Bachelor of Science degree from York College of PA in Police Science.
  • Mr. Pecha attended the Intelligence Community Fellows Program, the Intelligence Community Executive Leadership Course at Northestern University’s Kellogg School of Management, and the Disney Institute course for Leadership Excellence and Human Resource Management.
