Barry Neulen
Chief of Training

  • Barry C. Neulen is currently a senior instructor and advisor for KGH.  He recently served as the Executive Director of the Emergency Communications Center for Albemarle County, the University of Virginia and the City of Charlottesville.  His previous position was as the Director of a Department of Defense Field Operating Activity responsible for the planning and execution of an all-encompassing security program providing secure steady-state operations, emergency preparedness infrastructure, crisis response and containment, and continuity of operations planning (COOP) in homeland defense activities.  He directed the analysis and integration of intelligence to support critical mission requirements, and the coordination of strategic and operational planning.  Mr. Neulen led senior level staff efforts to implement high level policy development throughout the highest levels of the US Government and the private sector.
     
  • Prior to his tenure with the federal government, Mr. Neulen served as principal analyst for the Mission Assurance Division at Analytic Services Inc. (ANSER) where he advised senior leadership and developed strategic and operational Mission Assurance concepts, plans and programs that support the Interagency and private industry.
  • Mr. Neulen also served a distinguished 28 year career in the United States Marine Corps.  As a military police officer he commanded at several levels.  He served as the Senior Security Officer of Marine Barracks, Washington, DC in support of the White House Communications Agency, and as a Regional Commander for the Marine Corps Embassy Security Group for western Europe.  He was also the Senior Security Officer for Presidential Helicopter Squadron One and was credited with establishing critical enhanced security protocols following the attacks on Sept 11, 2001.  His final command billet was as the Commanding Officer of Security Battalion, Marine Corps Base Quantico, Virginia.
  • As one of the Marine Corps’ top security and antiterrorism experts, he was selected to be a key member of the Downing Joint Task Force where he provided technical expertise during the investigation of the Khobar Towers bombing in Dhahran, Saudi Arabia.  He received the FBI Director’s award for “Exceptional Service in the Public Interest” for his role in developing  a comprehensive list of findings and recommendations which resulted in sweeping changes to worldwide force protection measures and associated funding.
  • While on active duty, Mr. Neulen was also assigned to the Pentagon as the Chief, Marine Corps Law Enforcement, Security and Corrections Branch, and later as the Director, Joint Directorate of Military Support to Civilian Authorities while serving on the Joint Staff.
  • Prior to Mr. Neulen’s retirement as a Colonel in 2013, he served in combat as the Director, Afghan National Security Forces Development – Helmand, Afghanistan and as the Senior Advisor to the Chief of Police – Kabul, Afghanistan.
  • Mr. Neulen is a graduate of The Pennsylvania State University with a BS in Administration of Justice.  He also has an MS in Human Resources Management from Golden Gate University and an MS in National Security Studies from the National Defense University in Washington, D.C.  He is a graduate of the FBI National Academy and the FBI National Executive Institute.
